The Neighborhood Voting Act:

Restoring In-Person, Precinct-Based Voting in Tennessee
HB 2304/SB 2564
The Issue

In-person, In Precinct voting reduces many of the vulnerabilities associated with elections, such as reliance on election systems to produce ballots, check in voters, and count results. The Tennessee State Constitution specifically states the intent for voters to vote in the precinct in which they reside. Vote centers create centralized processes that reduce transparency and the ability to audit elections at the precinct level.

The Solution
Restores in-person, precinct-based voting for both early voting and election day, consistent with the Tennessee Constitution. This bill repeals prior “convenience voting” provisions while creating more polling places for citizens near their homes.

Why This Matters

-
Reinforces constitutional compliance
-
Improves election transparency and accountability
-
Ensures clear precinct-level reporting and audits
-
Promotes uniform voting standards statewide
-
Strengthens public confidence in election outcomes
-
Reduces dependency on electronic voting methods
Bottom Line:
This legislation restores constitutional, precinct-based voting; strengthens ballot security; improves transparency; and ensures Tennessee elections remain fair, auditable, and trusted.
